Recovering unpaid wages harder in weak economy

WETHERSFIELD, Conn. (AP) ? Connecticut labor officials say the weak economy is making it harder to force companies to pay unpaid wages.

The Department of Labor said Thursday it recovered more than $5.5 million in unpaid wages for workers in Connecticut in the year that ended June 30. Officials responded to 3,800 complaints about unpaid wages.

That included $2 million recovered for unpaid wages, $1.6 million for unpaid overtime or the minimum wage, and $1.9 million by enforcing the state's prevailing wage laws.

That's down from $6.1 million recovered last year in response to 3,682 complaints.

Gary Pechie, director of the wage and workplace standards division, said Friday that businesses are fighting state officials and refusing to pay. Other companies are out of business.

He said labor officials are often forced to sue companies or seek an arrest to recover money for employees.

"It's definitely gotten tougher to recover the money though simple persuasion and explanation of laws," Pechie said.

Nonpayment of wages, overtime pay and other forms of payments are across numerous industries, such as medicine, financial services and construction, he said. Complicating efforts to recover money is that some companies have "layers of owners" with no one taking responsibility, Pechie said.

As a result, he said law enforcement efforts are taking longer.

Twitter unveils new targeting tool for advertisers

SAN FRANCISCO (AP) ? Twitter is offering a new way for advertisers to deliver their marketing pitches to the people who are most likely to buy their products and services.

The targeting tool introduced Thursday allows ads to be sorted into different categories of interest. Once an ad has been tagged under a specific topic, such as "dogs" or "animation," it could crop up among the tweets of users whose activity has indicated an interest in those topics.

Twitter also is allowing the ads known as "promoted tweets" to be tied to specific accounts that may have followers likely to have an interest in the subject of a marketing message.

The effort to sell more ads is part of Twitter's ongoing bid to capitalize on the popularity of its short-messaging service.

After it was founded in San Francisco in 2006, Twitter initially focused on making its free service as useful as possible to lure more people into sharing their thoughts and moments of their lives in blurbs limited to 140 characters.

Having established itself as one of the world's most important communications tools, Twitter has spent the past two years courting advertisers to prove it can also be a successful business.

Twitter hasn't disclosed how well it has been doing because it remains a privately held business. But the research firm eMarketer estimates Twitter will generate about $260 million this year. That's well below other advertising-dependent Internet companies such as Google Inc., Yahoo Inc. and Facebook Inc. Google's revenue this year is expected to approach $50 billion, while Yahoo and Facebook are expected to bring in about $5 billion apiece.

Like Twitter is doing now, Google, Yahoo and Facebook all collect data about their users' interests in an effort to show them ads catering to their interests and preferences.

As it mixes more marketing message into the flow of people's tweets, Twitter's annual revenue is expected to more than double to $540 million in 2014, according to eMarketer.

New nanomaterial could help keep pilots and sensitive equipment safe from destructive lasers

ScienceDaily (Aug. 29, 2012) ? A University of Central Florida assistant professor has developed a new material using nanotechnology, which could help keep pilots and sensitive equipment safe from destructive lasers.

UCF Assistant Professor Jayan Thomas, in collaboration with Carnegie Mellon University Associate Professor Rongchao Jin chronicle their work in the July issue of the journal Nano Letters.

Thomas is working with gold nanoparticles and studying their properties when they are shrunk into a small size regime called nanoclusters. Nanoparticles are already microscopic in size, and a nanometer is about 1/80000 of the thickness of a single strand of human hair. Nanoclusters are on the small end and nanocrystals are on the larger end of the nanoregime. Nano clusters are so small that the laws of physics that govern the world people touch and smell aren't often observed.

"Nanoclusters occupy the intriguing quantum size regime between atoms and nanocrystals, and the synthesis of ultra-small, atomically precise metal nanoclusters is a challenging task," Thomas said.

Thomas and his team found that nanoclusters developed by adding atoms in a sequential manner could provide interesting optical properties. It turns out that the gold nanoclusters exhibit qualities that may make them suitable for creating surfaces that would diffuse laser beams of high energy. They appear to be much more effective than its big sister, gold nanocrystal which is the (nano)material used by artists to make medieval church window paintings.

So why does it matter?

Think of commercial pilots or fighter pilots. They use sunglasses or helmet shields to protect their eyes from the sun's light. If the glasses or helmet shield could be coated with nanoclusters tested in Thomas' lab at UCF, the shield could potentially diffuse high-energy beams of light, such as laser. Highly sensitive instruments needed for navigation and other applications could also be protected in case of an enemy attack using high energy laser beams.

"These results give me great pleasure since the technique we used to study the optical properties of these atomically precise particle is one invented by UCF Professors Eric VanStryland and David Hagan many years ago," Thomas said. "But the progression we've made is very exciting."

Because nanoclusters appear to have a better ability to diffuse high beams of energy, they are a promising area for future development. There is still plenty of applications to be explored using these very interesting atomically engineered materials. Until now, much research has been focused on the larger nanocrystal.

Thomas is also exploring the use of these particles in the polymer material used for 3D telepresence to make it more sensitive to light. If successful, it can take the current polymers a step closer to developing real time 3D telepresence.

3D-Telepresence provides a holographic illusion to a viewer who is present in another location by giving that person a 360-degree view (in 3D) of everything that's going on. It's a step beyond 3-D and is expected to revolutionize the way people see television and in how they participate in activities around the world. For example, by allowing a viewer to "walk around" a remote location as if in a virtual game, a surgeon could help execute a complicated medical procedure from thousands of miles away.

Others who contributed to the new material include: Reji Philip from the UCF's NanoScience Technology Center, Panit Chantharasupawong from UCF's College of Optics and Photonics, and Huifeng Qian from Department of Chemistry at the Carnegie Mellon University.

EXCLUSIVE: Metal casting from Leonardo da Vinci?s 500-year-old ?Horse and Rider? sculpture unveiled

The first bronze casting of Leonardo da Vinci's original "Horse and Rider" wax sculpture (Jolson PR)A metal casting of a? 504-year-old Leonardo da Vinci beeswax sculpture was unveiled to the world in a? ceremony on Monday in Los Angeles. "Horse and Rider" is the only known three-dimensional piece of art created by Leonardo to still exist in the world and one of only about two dozen authenticated Leonardo works in the world today.

"It's a momentous occasion," Art Encounter's Rod Maly told Yahoo News before the unveiling at the historic Greystone Mansion in Beverly Hills. "The beeswax sculpture has been in private collections for nearly 500 years, so it has not been promoted. Nothing like this has ever happened in the history of mankind."

And in a development that is sure to intrigue historians and art fans alike, the sculpture is believed to contain a thumbprint of Leonardo.

The original beeswax sculpture measures 12 inches high, 12 inches long and 7 inches wide, and is believed to have been intended as the model for a much larger sculpture. The Renaissance military figure riding upon a horse was created in 1508 by Leonardo as a gift for his friend and benefactor, French military governor Charles d'Amboise. After Leonardo's death in 1519, the beeswax sculpture was given to his apprentice Francesco Mezi and is believed to have remained with his family in Italy until the 1930s when it was moved to Switzerland for safekeeping.

In 1985, American businessman Richard A. Lewis purchased the beeswax sculpture but says he wasn't aware of its historic value. "In all honesty, I was very na?ve to what I had," Lewis told Yahoo News during an interview before the new bronze casting's unveiling. That same year, Lewis contacted Dr. Carlo Pedretti, widely considered the world's foremost living authority on Leonardo and professor emeritus of art history and the Chair of Leonardo Studies at UCLA. Dr. Pedretti studied and eventually authenticated the beeswax sculpture.

"For someone to call up and say 'I think I own a Leonardo da Vinci sculpture,' you're like yeah right, I'd like to put it next to my Mona Lisa," Brett Barney, president of the American Fine Arts Foundry told Yahoo News. "But when he brought it in, right away we knew we had something."

Using what is called a "lost wax casting process," Barney and his team at the foundry spent three years working with the beeswax sculpture and eventually created a working mold from it. From there, a master bronze sculpture was created. In essence, they have created a new piece of authenticated work from one of the world's artistic masters, nearly 500 years after his death.

"It's the opportunity of a lifetime," Barney said. "To be part of a masterpiece by da Vinci himself, I can't think of anybody that would be more prestigious."

When the beeswax sculpture was studied in detail, it was discovered that along the horse's right breast a thumbprint exists. And while there is currently no way to verify, the print is believed to be Leonardo's.

The beeswax sculpture actually sat in Lewis' closet for more than 25 years before he contacted the foundry. And now, Lewis is determined to share the discovery with the world. And along with the piece's historic value, Lewis is using the unveiling for a good cause. Several hundred metal castings have been made from the newly created mold, which Art Encounter will make available to interested collectors. Lewis himself has committed to donating $1 million of the proceeds to the Salvation Army's substance abuse program.

"It is a magnificent piece of art and I'd like to have as many people as possible be able to appreciate it," Lewis told Yahoo News. He said he eventually plans to donate the original beeswax sculpture and master casting to a museum.

After it's unveiling in Los Angeles, the new mold and master sculpture will be displayed in New York, London and Las Vegas, home to a new Leonardo exhibit at the Venetian Hotel.

"This man will not fail. This man will not let us down. This man will lift up America!" said Ann, who first met Mitt Romney at a dance when they were teenagers. "You can trust Mitt. He loves America. He will take us to a better place, just as he took me home safely from that dance."

She also allowed herself a dig at Obama "I can tell you Mitt Romney was not handed success. He built it." (Republicans have built a campaign theme out of the president's contention that entrepreneurs have government to thank for the investments in infrastructure and education, having taken his message to business owners that "you didn't built that" out of context). But it was one mild shot in a speech devoted to a portrait of Mitt Romney as a warm, compassionate life partner.

But if she sang in the register of compassion, Christie roared a political battle cry, promising that the former Massachusetts governor will tell "the hard truth" about America's ills and make "tough choices" like reining in entitlement spending?notably on programs for the elderly.

"Our problems are big and the solutions will not be painless. We all must share in the sacrifice. Any leader that tells us differently is simply not telling the truth," said Christie, whose speech often focused so heavily on his record in New Jersey that at times it was possible to forget that he was neither candidate nor running mate.

"We have a nominee who will tell us the truth and who will lead with conviction. And now he has a running mate who will do the same," he said.

Christie imagined the judgment of history and the fate of his children and grandchildren and declared "I want them to live in a second American Century." ("I." Not "Mitt Romney and I." And definitely not just "Mitt Romney.")

"I won't be part of the generation that fails that test and neither will you," Christie said. "It's now time to stand up. Let's stand up. Everybody stand up. Because there's no time left to waste."

"If you're willing to stand up with me for America's future, I will stand up with you," he thundered. "If you're willing to fight with me for Mitt Romney, I will fight with you."

"If you're willing to hear the truth about the hard road ahead, and the rewards for America that truth will bear, I'm here to begin with you this new era of truth-telling," he said.

Romney drew fire during the Republican primaries for his changing stances on a range of issues, and then again after a top adviser said the candidate would "Etch-a-Sketch" primary positions designed to win over core conservatives in favor of courting middle-of-the-road voters who decide the general election.

Research is also shedding light on gamma-ray bursts, the most powerful explosions in the universe, up to a million times brighter than a supernova, scientists added.

The most powerful star explosions are supernovas, which are bright enough to briefly outshine all the stars in their galaxies. There are two known ways supernovas occur ? a Type Ia supernova arises when one star piles fuel onto a dying star known as a white dwarf, and a Type II supernova happens when the core of a massive star runs out of fuel, collapses to an extraordinarily dense nugget in a fraction of a second and then bounces and blasts its material outward.

In the past 12 years, scientists have detected a new class of supernovas, ones about two to 100 times brighter than all the others. These so-called super-luminous supernovas apparently come in three different flavors, only one of which is well-understood. [Amazing Supernova Photos]

The rarest but seemingly best-understood of these super-luminous, or super-bright, supernovas are the radioactively powered SLSN-R. These supernovas seem to arise from the collapses of stellar cores, and apparently also each involve huge amounts of a radioactive isotope of nickel in those dying stars, enough to equal several times the mass of the sun. As this radioactive material decays, it releases energy in the form of gamma rays and antimatter that makes the expanding material from the supernova glow.

The way this radioactive nickel is created remains hotly debated. One possibility is that it gets forged during the collapse of stellar cores; the other is that it is created in nuclear reactions involving oxygen in very massive stars, said study lead author Avishay Gal-Yam, an astrophysicist at the Weizmann Institute of Science in Rehovot, Israel.

Probably the most observed type of super-luminous supernova is the hydrogen-rich SLSN-II. They apparently typically emerge from stars that possess thick hydrogen envelopes, which veil their light and make it difficult to say what causes these explosions. They may get the boost in brightness from a number of culprits, such as newly formed black holes, which rapidly suck matter into themselves, or magnetars, which are rapidly spinning neutron stars with powerful magnetic fields ? either of these possibilities might disrupt the hydrogen tremendously, with luminous effects.

"SLSN-II are technically Type II supernovae, but are unlikely to be the same as common Type II supernovae that come from exploding red supergiant stars," Gal-Yam said. "The properties of SLSN-II cannot be matched by any red supergiant we know ? they must have different progenitors."

Iran, UN nuclear watchdog fail to strike a - World News Tomorrow

WORLD NEWS ? DUSHANBE, The UN nuclear watchdog and Iran failed on August 24 to strike a deal aimed at allaying concerns about suspected nuclear weapons research by Tehran, a setback in efforts to resolve the stand-off diplomatically before any Israeli or U.S. military action, Reuters reports.

A flurry of bellicose rhetoric from some Israeli politicians this month has fanned speculation that Israel might hit Iran?s nuclear sites before the U.S. presidential election in November.

According to Reuters, tensions rose another notch on the eve of Friday?s talks between Iran and the International Atomic Energy Agency (IAEA) when diplomatic sources said Iran had installed many more uranium enrichment centrifuges at its Fordow underground site.

While the new machines are not yet operating, the move reaffirmed Iranian defiance of international demands on it to suspend enrichment and may strengthen the Israeli belief that toughened sanctions and concerted diplomacy are failing to make the Islamic Republic change course.

?The discussions today were intensive but important differences remain between Iran and the UN that prevented agreement,? Herman Nackaerts, the IAEA?s chief inspector, told journalists after about seven hours of talks with an Iranian delegation in Vienna.? ?At the moment we have no plans for another meeting.?

Little headway appeared to have been made on the IAEA?s most urgent request ? access for its inspectors to the Parchin military site where the agency believes Iran has done explosives tests relevant for developing a nuclear weapons capability.

Iran?s ambassador to the Vienna-based IAEA, Ali Asghar Soltanieh, said that ?undoubtedly some progress? was made but that differences remained.? ?Because it is a very complex issue ? issues related to national security of a member state are something very delicate,? the veteran Iranian diplomat said.? ?But I have to say that we are moving forward ? and we are going to continue this process so that we at the end of the day will have a framework agreed by both sides.?? Soltanieh had said before the talks began: ?Both sides are trying to bridge the gap.?

The diplomatic sources who revealed the expansion of centrifuge capacity at Fordow also said satellite imagery indicated Iran had used a brightly colored tent-like structure to cover a building at Parchin, increasing concern about a possible removal of evidence of illicit past nuclear work there.

Israel signaled its patience with diplomacy was fading.? ?Only yesterday we received additional proof that Iran is continuing accelerated progress towards achieving nuclear weapons and is totally ignoring international demands,? Israeli Prime Minister Benjamin Netanyahu said before the talks ended.

But in Washington, an official of President Barack Obama?s administration said the new centrifuges, while concerning, would not significantly change the amount of time Iran would need to ?break out? of its treaty obligations and construct a nuclear device.? ?This work ? does not build confidence in their intent and it further demonstrates their failure to fulfill their obligations,? said the official, speaking on condition of anonymity.? ?But, it is also not a game-changer.?

Iran, Israel?s arch-enemy and the world?s No. 5 oil exporter, insists it wants nuclear energy for more electricity to serve a rapidly growing population, not nuclear weapons, and has threatened wide-ranging reprisals if attacked.

Nackaerts, the IAEA?s global chief of inspections, said before the meeting that the broader goal was a deal on greater, overall inspector access to answer the UN watchdog?s questions about possible military dimensions to Iran?s nuclear program.

It was the first meeting between the two sides since discussions in early June petered out inconclusively, dashing previous hopes that an accord might be on the cards.

Friday?s talks were separate from Tehran?s negotiations with six world powers that have made little progress since resuming in April after a 15-month hiatus, but the focus on suspicions about Iran?s nuclear ambitions means they are still closely linked.

Washington has said there is still time for diplomatic pressure to work in pressing Iran to curb its enrichment program, which is the immediate priority of the six powers ? the United States, Britain, Russia, China, France and Germany.

Syrian forces strike Aleppo as West pressures Assad

Syrian forces blitzed areas in and around the northern city of Aleppo on Friday, activists said, as Western powers sought to tighten the screws on embattled President Bashar al-Assad.

France said it backed a partial no-fly zone over Syria, where the regime is intensifying its attacks from the air as it battles to stamp out rebel strongholds in Aleppo and pockets of resistance in the capital Damascus.

New envoy Lakhdar Brahimi was due to meet UN chief Ban Ki-moon later Friday on the 17-month conflict that has escalated from a peaceful uprising against Assad's rule into an increasing bloody civil war.

France and Germany said they are pushing for UN Security Council action on the humanitarian crisis as the number of refugees soars above 200,000, while over 2.5 million are in need of aid inside the country, according to the UN.

The West has ramped up the pressure as the fighting grinds bloodily on into its 18th month, with the United States and Britain warning Damascus of possible action if it resorts to its chemical weapons arsenal.

Syria's staunchest ally Iran meanwhile said it will submit a proposal for ending the conflict at a Non-Aligned Movement summit next week, saying it included "all parties" but gave no further details.

Activists reported heavy shelling by Syrian forces on several districts of Aleppo, scene of the fiercest fighting since the conflict first entangled the commercial and manufacturing hub a month ago.

Several houses were destroyed, the Syrian Observatory for Human Rights said, also reporting a bombardment on the town of Aazaz to the north.

At least 50 unidentified bodies were also found shot dead in the last 24 hours, notably in Aleppo and Damascus, it said, amid proliferating reports of summary executions.

Rebels said they were digging in for a war of attrition in Aleppo, where the regime had warned last month of "the mother of all battles" for the city.

"We don't have enough weapons, they (the Syrian army) don't have enough men," said Abu Haidar, a rebel fighter in the southwestern Saif al-Dawla district.

Both the government and opposition forces say attacks on Aleppo province are aimed at cutting arms supply routes to the rebels in Syria's second city, once a thriving metropolis of 2.7 million people but now largely in ruins.

Rebels claimed earlier this week to control 60 percent of Aleppo but the regime has dismissed the claims and said Thursday the army had recaptured three Christian neighbourhoods, where residents are largely pro-Assad.

Amnesty International warned Thursday that civilians were facing "horrific" violence in Aleppo as the regime waged indiscriminate attacks.

A UN panel earlier this month said the regime was guilty of crimes against humanity during the conflict, while also holding the rebels to task for committing war crimes, although to a lesser extent.

Regime forces also pounded several areas of the largely rebel-held province of Idlib in the northwest, the Observatory said, while fierce fighting erupted between rebels and troops in the central province of Hama.

Government troops have also waged ferocious onslaughts on the southern outskirts of Damascus over the past two days in what activists said was a renewed bid to crush the insurgency in the capital "once and for all".

n Friday, activists reported that troops had stormed and shelled several areas including the town of Daraya which lies to the south of Damascus.

"Fear is everywhere," said a Damascus resident and anti-regime activist who gave her name as Samara.

A total of 149 people were killed on Thursday alone, including 14 children, the Observatory said.

Around 24,500 people have been killed since the uprising erupted in March last year -- with August already the bloodiest month, according to Observatory director Rami Abdel Rahman.

The UN puts the death toll at more than 17,000.

The Local Coordination Committees, a large activist network, said meanwhile that prominent Syrian film producer Orwa Nyrabia had disappeared and was feared arrested, but its report could not be confirmed independently.

Amid a flurry of diplomatic moves on the crisis, France said it would consider backing a partial no-fly zone, a proposal being studied by Washington, although US Defence Secretary Leon Panetta said Wednesday it was "not on the frontburner right now."

French Defence Minister Jean-Yves Le Drian however warned that shutting all of Syria's air space would mean "going to war" and would require a willing international coalition that has not yet materialised.

Ahead of the Brahimi-Ban meeting, Syria's deputy foreign minister Faisal Muqdad said Damascus was ready to work with the new envoy and voiced hope he could pave the way for "national dialogue."

Another minister said this week the regime was "ready to discuss" Assad's departure as part of any negotiated solution but the West is insisting the man who has ruled Syria with an iron fist for 12 years must go now.

The Security Council has so far failed to agree how to tackle the crisis because of divisions between the West and Syria's traditional allies in Bejing and Moscow, and last weekend wrapped up its troubled observer mission.

Neighbouring Lebanon was rattled again Friday by new fighting between rival pro-and anti-Damascus communities in the northern port city of Tripoli, with 13 people killed since Monday, adding to fears of a spillover of the Syria conflict.

But it will likely appeal to the same people who originally used Twitter, who helped spread and grow the platform. And even if it's never big enough for Twitter to notice or fear, it could just become big enough for us geeks to notice and enjoy.

It's smaller, quieter, almost more intimate than Twitter at this point -- or more like the way Twitter was at the beginning. And it's still in alpha, with native apps for iPhone and iPad still very much private betas and works in progress.

But app.net is there, and for right now, for Mobile Nations, for iMore, and for us geeks, that's what matters.
